the view that the words "Chinese Government" when used in the Org
nance relate to the Central Government at Peking, and this Ordina
is passed so as to include within its meaning a Viceroy or other
officer administering a Provincial Government.
The words "Chinese authorities" as distinguished from
"Chinese Government" are used in Article 21 of the Tientsin Treaty
of 1858 and in the preamble to the Principal Ordinance, and hithers
the requisition and "engagement" required by the Ordinance have fo
purposes of convenience and expediency been given by the Provincii
as distinguished from the Central authority.
